History of Special Signal Service
    The history of Special signal service dates back as early as 1939, when an independent special signal service was set up to ensure reliability of delivering mail from and to different enterprises and institutions.
    Changes in political situation, in home and foreign economic performance left their trace in the activities of the special signal service. Those changes became an impetus to increase the range of services in special signaling for the sake of population at large and for business units.
    State enterprise of special signal service offers its capabilities in guaranteed delivery of mail "from hand-to-hand" with total weight up to 300 kg (packets, parcels, large-size freight) within the Ukrainian territory by the available common routes.
    Beginning from 1993 Ukrainian special signal service offers its clients services on behalf of Express mail service (EMS Ukraine), which ensures mail delivery to more than 177 world countries with total mail weight up to 20 kg (with some specific countries mail exchange could be at the weight level of 31.5 kg ).
    World service EMS was created by the postal administrations of the countries, which constituted World Postal Union (WPU). EMS Ukraine is a national express-mail operator, which provides in Ukraine world network of services pertaining to express delivery of mail.
    The state enterprise of special signal service is composed of the Head enterprise (Kyiv), one national center of special signal service and twenty three regional centers, plus 16 branches and 60 points of special signal service.
